Police watchdog probes arrest of London man charged with striking dog

Ontario’s police watchdog is investigating after a 39-year-old man suffered serious injuries when officers responded to reports of a man hitting a dog with an object at an east London home.

It was about 4 p.m. on Monday when London police say officers were called to an address on Thiel Street, which is near the intersection of Dundas Street and Second Street, to a report a man who was “striking a dog” with a blunt object, police said in a statement on Tuesday.

Officers located a suspect who was leaving the area and attempted to arrest him, police said, adding the man resisted arrest and assaulted officers. The officers then used a conducted energy weapon on the man, but he continued to resist briefly before they were able to take him into custody, police said.

During the arrest, the man suffered injuries that were determined at hospital to be serious but not life-threatening, police said, though the exact injuries weren’t made public.

A 39-year-old London man is charged with causing unnecessary suffering to an animal, resisting arrest, and assaulting a peace officer, police said, adding the attacker was not known to the owners of the dog and the animal wasn’t seriously injured after being struck.

The accused was released from custody and is next scheduled to appear in London court on Oct. 9, police said.

Ontario’s police watchdog, the Special Investigations Unit, is investigating the circumstances of the arrest. The agency investigates all cases of serious injury, death, gunfire and allegations of sexual assault involving police officers across the province.
