City council voted to update its COVID-19 policy Tuesday night, requiring any unvaccinated councillors to take twice weekly rapid tests. Ward 1 Coun. Michael van Holst, who created his own “creed” in order to seek a human rights exemption from the vaccine mandate, was the lone opponent.
