Cleveland eyes broad funding plan to help remake waterfront along Cuyahoga River, Lake Erie

The city of Cleveland, Ohio, wants to create a tax-increment financing district across much of downtown to help pay for waterfront development plans along the Cuyahoga River and Lake Erie.
