Charges laid in hit-and-run that killed London father

More than a month after a London father of three was hit and killed by a vehicle that kept going, charges have been laid against a 29-year-old man.

Thou Roeun, 38, had just left a convenience store when he was struck by a silver 2022 Volkswagen Passat as he crossed Adelaide Street at Nelson Street the night of April 23. The driver of the  vehicle did not stop, London police said.

Roeun was taken to hospital where he later died.

Police located the suspect vehicle in the days that followed.

On Wednesday, police announced Jacob Anthony Phillips of London has been charged with failure to stop at the scene of an accident causing death, dangerous operation of a vehicle causing death, and operation of a vehicle while prohibited.

A second person, a 25-year-old woman, has been charged with public mischief/making a false report in relation to the case.

A GoFundMe set up by Roeun’s niece shortly after the hit-and-run to raise money for his three young daughters has raised more than $21,000.
